SNAPE WITH THORP PARISH COUNCIL

NEWSLETTER – February 2021

  1. The Parish Council (PC) met on Thursday 28 January.  This newsletter provides an update on a number of issues discussed at the meeting.

  1. Firstly, the Council would like to welcome all newcomers to the parish.  The Council recognises that in the past it would have been possible to meet up with old and new residents but Covid 19 has meant this has not be possible.  We hope things will soon be different and communal activities will recommence in what is normally a very lively and busy community.

  1. Outline Planning application for up to 32 houses on the Manor House (Prices Pavings Ltd) site (reference 20/02047/OUT).  We wrote to the Planning Department to seek a response to the Council’s earlier submission raising concerns expressed by the Council and community. However, it is unlikely that any response to the specific questions raised will be forthcoming.  Nevertheless, the Parish Council has raised its concerns and these should be taken into consideration when the application is considered.  We note that NYCC, as the Lead Local Flood Authority, and Yorkshire Water have made similar comments on flooding to those raised in the PC’s response.  To date NYCC Highways Department has not commented on the proposed development but this has been raised by the PC with Hambleton District Council’s Planning Department.  The determination of the application has been delayed due to issues to do with highways, flooding and affordable housing.

  1. As you will probably be aware the beck through the village very nearly flooded on 20 January.  The Council is grateful to those who were up through the night monitoring the situation and placing sandbags and bales in the Marina Bridge locality in case the water came over the banks.  If anyone took photos of the situation please send them to the Clerk – sarahlowe449@gmail.com to add to those already received and which will be submitted to NYCC Highways team to support the PC’s request for action on the Marina Bridge.  We would again ask those households outside the central village area and whose properties adjoin the beck to ensure the water is free flowing. If not, please, remove any obstacles or weed impeding the free flowing of the water.

  1. On the issue of traffic and speeding the Council noted the comments received from residents in response to last month’s newsletter and will be exploring the possibility of shared speed activated signage with other Councils and writing to local businesses about tractors and large vehicles moving through the village.  Regarding the problems of cyclist accidents at the junction of Salmon Lane and Ings Lane the Council will be raising the matter with Highways with a view to seeking improved signage to warn of the sharp corner and adverse camber of the road.

  1. Just a reminder that the Mobile Post Office Service for Snape visits the village on Tuesdays at 11.15 to 12.15.  Also on the matter of local services the bus timetable can be found at https://www.northyorkstravel.info/timetable/144apr19.pdf or https://procterscoaches.com/wp-content/uploads/2019/05/144-service.pdf Due to the virus times and service might change.

  1. As mentioned last month, the Council will be installing kerbing on the south side of the beck where the village green/grass verge has been damaged by vehicles.  A contactor has now been selected and it is expected that this work will be undertaken in early summer 2021.  We would respectfully ask all to take care of the verges and greens to avoid any further damage and erosion.

  1. Through a tendering process, the Council has approved, the designer and provider of its new website.  This is a local company.  The Council has decided to have a community style website enabling other local organisations in the Parish to be represented on the website and there will be an events calendar to promote activities and to avoid clashes of dates.  The new website will be available in late spring.

  1. Parking in the village – concerns have continued to be expressed regarding parking near junctions and on footpaths.  Please be aware that the Highway Code states that drivers must not stop or park opposite or within 10 metres (32 foot) of a junction.  Also a driver should not park partially or wholly on a footpath as doing so can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams and pushchairs.  The Council would ask drivers to follow these rules for the benefit of other road and pavement users.
  2. Census 2021 - As you are probably aware there is to be a census on Sunday 21 March 2021. 

Communications telling you about the census should commence with the arrival of an advance card.  Every household will then be sent a letter with a digital access code. This code will let you fill out the questionnaire online. This is a digital first census. The hope is that most people will go online. You will be able to complete the questionnaire on your tablet, smartphone or computer.   However, the census does realise that some people are not confident online or may not have access to a computer. If this is the case, don’t worry. You can request to have a paper copy and fill the census in as you always have done in the past.   You can complete the questionnaire before, on or after March 21, but it is the law that you do complete the census. Failure to do so risks a fine of £1,000.

The information gathered by the census is vital for shaping so many aspects of our society, including education, transport and healthcare. Looking at past censuses also opens a window on history, showing how we used to live.

  1. You may have noticed that the village benches have been removed and then returned following cleaning/renovation by a number of volunteers.  The Council is very grateful for the efforts of the volunteers.  Should you wish to volunteer for similar work in the community please contact Sara Pringle (details below)

  1. The Council has received comments regarding a high number of wild/feral cats which can cause a considerable nuisance to homeowners and gardeners.  We would ask residents to avoid feeding these wild/feral cats.

  1. Meetings of the Council continue to be held on-line using Zoom.  However, it is possible for members of the public to “attend” these meetings – please contact Sarah Lowe, Clerk, for details.  Joining details will also be posted on the Council’s website www.snapewiththorpparishcouncil.btck.co.uk

  1. As the situation with Covid 19 remains difficult the Council would like to remind you that should you require support for eg shopping, picking up prescriptions etc please do not hesitate to contact Sarah.

    1. Although we are all in the same storm with COVID we are not all in the same boat and everyone has their own individual pressures or challenges as a result of the pandemic.
