NOTICE OF PARISH COUNCIL MEETING

Snape with Thorp Parish Council

Agenda for a meeting of the Council to be held on Thursday 28 January 2021 at 6.30 pm via Zoom.

Please note this meeting is scheduled for 40 minutes although it might be extended beyond this time if necessary

  1. Apologies for absence – to receive apologies
  2. Declarations of interest – to receive any declarations of interest in agenda items
  3. Minutes – to agree the minutes of meeting held on 10 December (copy attached)
  4. Matters arising
    1. Bridges – to receive parishioner comments regarding flooding as a result of last newsletter - to receive report from Clerk and agree any action
    2. Cedar Garth – crossing of the village green for new vehicular access – to receive report from the Clerk and agree any action necessary
    3. Traffic issues – to receive report from the Clerk and agree any action
    4. Safety issues in the village – Carthorpe corner and other recent incidents – response including from recent Newsletter – to receive report from Clerk and agree any action
  5. Finance matters
    1. To approve the receipts and payments since the last meeting (see attached finance report and reconciliation)
    2. To note hours of work undertaken by the Clerk since the last meeting (see attached finance report)
  6. Planning Matters
    1. 20/02896/FUL – Planning application and Listed Building Consent - Construction of an attached single storey double garage with boot room to front (south) elevation of the dwellinghouse - Snape Castle Barn Snape North Yorkshire DL8 2TJ- planning application documents can be found at https://planning.hambleton.gov.uk/online-applications – to discuss comments to be submitted
    2. 20/02722/TPO - Works to fell 3 no. horse chestnut trees subject to a Tree Preservation Order 2001/15. - Land Both Sides Of Driveway East Of West Lodge Thorp Perrow - planning application documents can be found at https://planning.hambleton.gov.uk/online-applications

– to note “No Comment” response made to HDC on 21 January

    1. Update on outstanding planning/compliance matters – report by Clerk
      1. Price’s Paving site
      2. Rose View – parking spaces
      3. Springfield – conversion of attic space – application now withdrawn
      4. Any other planning issues
  1. Census 2021 – details already circulated to Parish Councillors – to agree a response regarding those who may find it difficult to complete the on-line return
  2. Climate and Ecological Emergency Bill – documents received from YLCA and already circulated
  3. Newsletter – to agree content of newsletter following the meeting
  4. To resolve to exclude members of the public and press due to the nature of the business to be transacted (under item 11) being prejudicial to the public interest
  5. Tenders – documents already circulated to Councillors – to determine successful tenderer for each
    1. Kerbing
    2. Website design and hosting
