NOTICE OF PARISH COUNCIL MEETING

Snape with Thorp Parish Council

                        

Agenda for a Meeting of the Council to be held on Wednesday 6 September 2023 at 6.00 pm in the Schoolroom, Snape Methodist Church

  1. Apologies for absence – to receive apologies
  2. Declarations of interest – to receive any declarations of interest in agenda items
  3. Minutes – to agree and sign the minutes of meetings held on 4 July 2023 (copy attached)
  4. Matters arising
    1. Platinum Jubilee and Coronation – to receive report from Cllr Poole regarding the plaques for the trees
    2. Parking – to note any feedback on parking issues given the NY Police letter circulated with the last newsletter
    3. Hedges overhanging Meadow Lane
  5. Policing matters – it is hoped that a representative of NY Police can attend the meeting and report on current policing matters
  6. Financial matters
    1. To approve the receipts and payments since the last meeting (see attached finance report and reconciliation)
  1. To note hours of work undertaken by the Clerk since the last meeting  (see attached finance report)
  1. Playing Field – report by Cllr Hodges
    1. Goal posts
    2. Grass cutting
  2. Damage to village green – to note and action taken
    1. Lorries – recent incidents – report by Clerk
    2. Road repairs – damage by tar to grass and kerbing; extent of works and impact on white lining/signs – report by Cllr Duck
  3. Snape Conservation and Climate Change Group
    1. Proposal for the encouragement of wild flowers in the Avenue – communication already circulated – to discuss and agree an approach
  4. Planning applications
    1. Prices Paving and Stone Ltd – to discuss the forthcoming Planning Committee visit on 7 September and discussion at the Planning Committee on 14 September and to agree any action including representation points at the Planning Committee
    2. To consider the following applications:
      1. ZB23/01701/CAT Works to a tree in a conservation area - works to a Beech tree  Brook Cottage Snape DL8 2TR
      2. ZB23/01721/TPO  Works to a tree with a TPO ref 16/0001/TPO1  Tilia House Meadow Lane Snape DL8 2TJ
      3. ZB23/01720/FUL  Application for extension to existing garage/workshop to create new domestic storage area Lowlands Bungalow Ings Lane Snape DL8 2TQ
    3. To note the following have been approved since the last meeting:
      1. ZB23/01172/CLP - Construction of a timber clad home office building in the rear garden. Fernlea, Meadow Lane, Snape
      2. ZB23/01213/FUL - Alterations to existing rear courtyard extension to create proposed sun-room and to create a wider front porch. Weavers Cottage, Ings Lane

  1. Bedale villages and Community Forum – invitation to attend the meeting on 21 September – to discuss and agree approach
  2. Parish Charter – copy already circulated – to note actions required of the Parish Council
  3. NYC – Announcing a new approach to managing speed limits in North Yorkshire – to note and consider letter from Cllr Keane Duncan which has already been circulated
  4. Emergency Planning – report by Cllr Duck
  5. Website – access to the planning portal via the website – email correspondence already circulated – to consider for the PC’s website
  6. Newsletter – to agree content of the next newsletter
